Again, without official word from SE, that's merely assumption on the community's part. Strong logic behind it, yes, but I personally dislike when someone makes a blanket statement I know doesn’t apply to me. Yes I get mad, yes I have gripes and grudges with other players sometimes, but I won't fire off at someone and make then feel bad. Purely cause I wouldn't want that done to me. The Golden Rule. It still exists, and by my experience I've met far more players that follow it that not.

The comparison to toxicity in PvE content is necessary and valid if only to bring attention to the double standard at work. A crime isn't less illegal because it happens less or less frequently in a given area. So why is "less likely than in a Feast match" okay at all? How is raging on an Ozma wipe any different than, or lesser than raging in a Feast match? This, more than anything is what needs to be communicated and made clear, if perhaps SE doesn't see it. By that same token, this is an appeal to SE by way of the means they've given us to do so. If we can't be heard through what they provide us, how can we be heard ?
