I wager the basic idea is that it would be a sort of RMT - you could buy stuff out of the cash shop and then sell it on the MB for big buck.

Sweet Dream set - cash shop - not tradeable
Dream set - 1.0 seasonal crafted gear - tradeable

What SE can do to make future seasonal gear tradeable? Give out mats as rewards and recipe books in the seasonal NPC shop.
