Back when I last played, the only gear you could meld materia to was crafted gear and that was only really useful if you wanted to drop a bunch of gil on some starter gear you'd replace in a week or two. Any raid gear had no materia slots...
Scrip and raid gear have added materia slots recently. No overmelding yet.
