Do the Legacy Servers Have an Elitism Problem?

I was under the impression it was 5 minutes to vote kick, and the 15 was for vote abandon?

It's 30 minutes for leaving a fully formed party. If members are missing there's no penalty.
Being vote kicked gives you no penalty. Vote abandon gives the entire party no penalty.
Kicking someone gives you a 4 hour cooldown before you can kick again.
