The 'learning' aspect would be automatic during your Job Quests, which takes a lot of the 'fun' out of learning spells. There aren't many spells a BLU could learn in FFXIV that would look that cool. I mean think about generic mobs and the abilities they use? How many do you recall? Combat is so fast I doubt you guys remember any regular mob moves lol. In FFXI battle was slower and many moves that BLU learned were notorious because the mob version was associated with killing players all the time (Bomb Toss, Jet Stream, Death Sickle, Mandibular Bite.

Not to mention most of the mob attacks either hit slightly harder (useless) or have an AOE plus a debuff (possibly game breaking in player hands).

This. I cant like this enough.
What are you going to do even if they put it in? Rapid spam monster moves in rotation that just look like flashing red/yellow floor lights? Meh.

Using the game thus far as precedent, yes, the spells would have to be quest-based.

ANY movement from the norm would allow otherwise. You could just as easily (system-wise, although balancing would be harder) provide some 40 different learnable Monster spells, each with a certain minimum level to be learned (e.g. mob level minus offset, or the minimum recommended level for the zone or instance the mob is present in, perhaps higher for the stronger, "boss" or "elite" mobs therein), while gaining more slots of said spells as your level increases. Quests could mention or recommend key mobs to you, perhaps even require that you acquire a few core spells from certain such mobs, but they could just as easily simply require that you have acquired a minimum number or total spells, or of a minimum total level count.

This! Thank you for knowing your lore! ^^

any one that knows how this game works knows there no why to fit BLU in the game. BLU will be like WHM same 2-3 spells over and over again....and Useing a quest to learn spells is NOT A BLUE MAGE! Learn your lore! It won't FIT!

That is not lore at all. Lore would be something along the lines of the laws of Eorzea prohibiting learning magic from beasts for whatever reason. Look how they butchered SMN and made it fit into this game. They can easily do this with BLU. And while you might not agree with how it attains its blue mage spells, it will just be another thing completely upended and very little like the actual stereotypical Blue Mage.

Blue mage could be done, and it could be done well.

The spells while aquired by quests can still fit within the style of the mage using monster styled abillities. The learning process would have to be changed slightly to be something you only do during those quests, but it's not like they can't be a little creative with the job lore. I mean they all have their own unique storylines as it is why wouldn't Blue Mage?

Let's remember that some of the Blue Mages in Final Fantasy have not learned magic by getting hit by monsters: Quistis Trepe (8) and Quina Quen (9), one uses monster drops to learn their abilities and the other eats the monsters; Khimari (10) uses the Lancet skill to absorb them and Strago (6) only needed to SEE the attack, not get hit by it. The BLU job quests could involve fighting the monster in question and learning said attack by absorbing their aether/watching them do the attack/succesfully tanking it/whatever the dev team chooses that fits the FFXIV JOB'S lore.

Now, I'm not saying I want BLU to be one of the new jobs before Dancer or Red Mage, but saying that the lore doesn't allow it isn't a good enough argument. Especially since the dev team thinks how to make a job fun first and then how they can fit it on the lore, see, as someone mentioned, Summoner.

Lore is the reason we have Grand Company restrictions in PvP. I think the dev team is pretty adamant with using lore as an excuse not to do something.
