You can't add materia to Sentinel's Trousers, at least. I honestly can't say for sure about the cuirass because I haven't seen anyone with it. Pro doesn't list it as unique/untradeable but it has missing information on the pieces of new gear, as well, so who knows? Also, the "old" raid gear had its stats overhauled along with everything else, so it's not actually old.

I'm not going to give any definitive opinions on Sipahi stuff because it's PUG gear and I know very little about that. It seems to have some pieces geared towards evasion tanking, yet the turban for whatever reason has -enmity on it. Most of the pieces seem lackluster for actually hitting things.

5000*500 = 250000 for catalysts if buying
500000*500 = 250 Millions if buying gear

in all 2.3525 Billion gil for a gear with 3 iv materia.

You go use 3 million dollars on a game, you be pretty dumb. You CANNOT buy materia if intending to use forbidden materia craft.
I don't actually know the going rate for FFXIV gil but I doubt a few billion costs more than perhaps a $1k at most. There are a lot of people out there who do not consider that prohibitive and will buy their way past competition regardless of the cost.

Also, I doubt that T4 materia is actually selling for 4mil+ because it's quite easy to make and prices are in free fall mode anyway.
