Well it too late for FFXI but I guess it may have been due to the theme of the lands the game had during its day with no establishment of how a Gunblade Job may work.

For FF14 sometime back during 2.0 release there was a question about releasing a Gunblade Job and Yoshi-p only response was that he was saving it for when we begin progressing into Garlean Empire or once we enter the Garlean Empire. Something to do with the Gunblade Job being tied to the Garleans by lore already so he felt it should be saved for that time. Though that was 3 years ago so things could have changed and my memory is a bit fuzzy on the details.
