I think most people mean one house per account, per server. They probably don't make that distinction because they are assuming everyone understands it to mean that. Certainly when I say one Personal house per account, I mean one personal house per account, per server, shared across all account characters on a particular server. so if I have 7 characters on Behemoth, my house would be shared by each, but my character on another server would not share it, but could own a house on that server.
