Yes it is, after you complete 1-80 you get the achievement, just go and pick up the minion from the usual achievement guy next to the waterfall in Gridania.

But the orig ARR sightseeing entries have been reduced to 20 along with the 42(?) HW entries. Neither achievement lists this minion.

.... no? I think your problem is that you didn't finish the first 20, mean you didn't unlock the 60 following
