I saw a stream where a BLM was missing several times in Thordan EX, and their DPS really started to suffer. In-which they had mostly 210 gear however they were loaded in Diadem 210 right sides but they were really starved for ACC altogether in stats. Basically they were below the T13 cap. Yes, they wouldn't have enough for any of Alex Savage. All that SS and Crit build-up in stats they preferred doesn't mean jack if they can't hit.
Basically ACC is there so you can't cheese up gearing with all the 2nd stats you prefer. I get why they do this on the healer side because they trying not to encourage outright healer DPS in end-game, or simply using the off-healer job as a DPS in disguise. So likely having to deal with likely a 70%+ hit-rate. Add enough ACC overmelds and you can be in the 90%+ realm. That can be a steep difference if you are into world/server-first progression where everything counts in undergeared levels.
I don't personally like that healer accuracy is low. I've always been fine with the healer DPS to push progression and/or make end-game fights much easier to clear. But at the end of the day when a Scholar will report 10 or more misses even with Bard's Rain of Death. You realize the amount of MP and GCDs wasted on Broil with the possible risk taken can be rather lame. Even more so when you have that rite-of-passage 1% wipe.
We all know once the anima step allows us to meld our own materia stats, ACC will become the preferred stat, again, on Scholar books. Materia slots on new gear likely will become ACC BiS as well, unless Crit is starved again.
