I don't know anything about Darkside. However, how Enochian works is that you gain the skill at level 56 IIRC. At this time, it gives you a 5% damage boost that is oGCD useable every 60s with a 30s duration

if you use it whenever it is down you'll get a 2.5% DPS increase, Raging Strikes by contrast is a 20% damage increase usable every 3 minutes for 20s or a 2.2% DPS increase

Once you get 58, you obtain Blizzard IV, this is only usable when Enochian is up - and when you use it, it refreshes enochian. The duration refreshed is less each time you use it (i.e. if you put up Enochian and spam Blizz IV's you'll actually get less than 30 seconds out of it, so timing this is important). Blizzard IV does not refresh umbral ice or apply stacks and is only usable when Umbral Ice is up.

Once you get 60, you obtain Fire IV, this is only usable when Enochian is up and is a very powerful, slow cast damage spell. This also does not refresh astral fire, or apply it and requires it to be up for use. So timing can be pretty tricky with AoE's.

It is a tricky spell to use, but both your 58 and 60 spell are not even usable unless you apply it, and even if you decide to opt out of using Fire IV and Blizzard IV because it's too hard to keep up (this would be a mistake, but I digress), your Enochian still applies a higher sustained DPS increase than Raging Strikes. It would be silly to ignore it.
