So, basically...you don't want to research things yourself, want to screw up so other people tell you what you need to do (AKA, do part of your job for you).
You need to stop being upset that people are calling you out on your lazy BS.
Actually, I saw the opposite. OP asking why he wasn't using Enochian, and then being shot back at with a bad attitude. Re-read the chat log there, you should see the same.
I get FF14 is very mainstream etc, but it's still very expansive as an MMO. People should at least take a few minutes of their time to do a bit of research, whether it's about their rotations or where the next job quests are. This isn't a generic FPS where you can just jump in and cap fools in 30 minutes of blind learning. MMOs push for some form of dedication. Not every single thing in a game should have your hand held.
While I won't take a side in this overall debate, it's not necessarily impossible. If their friend is being particularly insistent about it, they can feel obligated to queue with them even without their full moveset. When I was in the middle of doing my Warrior, machinist, and ninja level 60's, I was more or less kidnapped to go and queue up for content despite not having my entire moveset. It's possible for a BLM to not have fire 4 for a similar reason.

This is just how the general player base is for the NA community sadly.
"entire community easily agrees that the duty finder should be a place where only the experience should queue for, where as in NA, everyone seems to think that duty finder is a place of practice and learning... Doesn't it make sense that finding a good party from a pool of players across several servers is much better than finding players from one server? "
"In duty finder experts in NA servers, you can easily find an underperforming DPS doing 2.0 amounts of damage, underperforming healers not DPSing, or tanks just 1 2 3'ing their way to the end. Maybe its their culture or the way they respect one another but many JP players simply try to better themselves for the sake of looking better to other players or to not burden other players."
Nit pick and twist my words all you want. Me not wanting to research a game does not translate to me wanting to screw up.
Those chances are very very low. If I meed someone on a end game dungepn that didnt unlocked all this post 50 skills. I would inmediently think that something is wrong with that player. While I won't take a side in this overall debate, it's not necessarily impossible. Or he doesnt understand the importance of skills, or he dont even care how to play his Job.
Or just boot them?
Just saying. That's from an early post somewhere on this forum. Either way, SOMEONE is getting booted. I cannot understand why people have yet to comprehend this. If you enter DF, and don't wish to be kicked potentially. You sit quietly, you deal with the bad plays, and take your rewards at the end.
If you don't want to do that:
1. Kick them, cause as it has been known. It's actually fine to be kicked for it/kick for it.
2. You queue with someone to make sure you can do #1.
That's all. It's really simple, pls.
PS: I believe in SE should of used better methods to teach people the finer aspects of their combat system. Such as properly tuning guildheists/opening up so more difficult encounters to help players. Maybe training halls helps. Until then, you know the deal.

Re-read the first post.
This was in a Fractal, a Lv 60 dungeon. Anything at max level that's unlocked after the final boss can be considered "endgame." At the very least, I do expect people to know the in's and outs of their job by the time they are ready to do max level content.
However, I'm not surprised that there are people like the player(s) the OP ran into in that Fractal because 1-60 doesn't push you to learn the basics of your job... at all. When they do get called out on it, you either get bad attitude or the classic "You don't pay for my sub" bull that I've heard since day one. This isn't just with DPS, this is spread across all roles.
I don't know whether to blame the players for not making an effort to learn their job or the faulty game design for not pushing them to learn it and allowing them to scrape by with the bare minimum required. Maybe if we didn't have the latter, we wouldn't have the former situation.
IMO, there's a few jobs that can get away without having their lv60 ability right away. WAR and NIN are definitely two of them (I haven't finished MCH, but isn't the MCH 60 Ricochet, which, if so, would also fall under the "not as important" category. SCH, DRK, AST and MNK also have "minor" lv60 skills [not saying they're bad, they're mostly cool-downs that ultimately won't affect a new 60 all that much. Except SCH...hands please, who has actually used Dissipation for anything other than wanting to randomly eat your fairy before?]. And forgot BRD...yeah, don't know what they were thinking with that skill)While I won't take a side in this overall debate, it's not necessarily impossible. BLM is not. Its also probably the worst job to get to 60, since the entire rotation changes pretty dramatically (from what BLM are used to. DRG has it second-worst, but I feel DRG eased into it a lot better than BLM). I do feel bad for new BLM, but at the same time you'd think this absolute confusion over what to do would push most to consult Google...
A fresh (really really new) 60, of any DPS (tanks and heals, sorry, but your jobs really don't change a ton 50->60), I'm OK with them not being terribly good or really understanding of their 60 rotation. But the way the BLM in the OP was talking...he's been 60 for a bit (or is just a jerk, either way), so he should have done some sort of research, or asked his FC for help.
