Why are low standards for dps acceptable?

Let's look at the facts shall we? Prior to HW release player has completed all their job quests. After HW release there is no in-game notification of new job quests for the player to do.

But, I gotta ask, didn't it strike you as odd when you got to about 54-55 and you hadn't learned anything new? I can understand not knowing for a few levels, but after a certain point I'd be wondering if I was missing something. Even when leveling 1-50 we got class/job quests every 5 levels.
