Personally I just drop Quelling Strikes for Feint because I PvP occasionally and the slow comes in handy. There are no situations where Quelling is mandatory, unless the tank is undergeared or inexperienced - all of which are not your problem.

If you do not have a NIN in your party and tanks are opening on fights without tank stance (as they should be doing), quelling is mandatory. You will pull aggro with wildfire even against 210 potting tanks. Feint in PVP is fine, but as for PvE and Raiding, there is almost 0 reason not to use it as a pre pull skill.
