You have to do quests to achieve recruit status within a company ... (there are already at least 2 mandatory ones, and they might add more to reach the rank of recruit).

There you go.

Those quests have nothing to do with Chocobos. There is already existing lore that states there are not enough Chocobos left in the world for everyone to have one. This needs to be resolved. A simple quest could have easily done this.

A Personal Chocobo is a reward to be earned. People who do not put in the minimal effort have rentals.
