The Astrologian quests indicated the policy of non-interference was because of the Bibliothec faction, under the time mage Sylvestre and probably others like [whatshisname] Leveilleur (Louisoix's son). Leveva implied Sharlayan used to be more actively involved in international politics centuries ago than they are now.
