You can certainly do it, however, using Miasma II in DWT is a DPS loss versus using it outside of DWT first. You would be doing this out of a convenience but not helping giving you an optimal performance.

EX. Ruin II -> DWT > Fester > Miasma 2 > Tri-D > Ruin 3 spam > Ruin 2 > Fester > Deathflare.
You have replaced a Ruin III (120 potency) for Miasma II (120+ potency). Miasma II + Contagion vs a Ruin III is a DPS gain under DWT, however...

EX. Miasma II -> DWT > Fester > Ruin III > Tri-D > Ruin 3 spam > Ruin 2 > Fester > Deathflare.
At most you have shifted the GCD very slightly but you are still doing the same skills within the same time. However doing it this way, Miasma II +Contagion (120+ potency) is now replacing a Ruin II (80 potency) thus leading to a higher gain overall.

That's a good point. That said, in most openers, you have a bunch of crap to put up in the initial DWT and I think it's not good to use it prior to DWT in your first 15s~ since that will be a R2 in DWT anyway.

Well in the opener, depending on how you do it, you can still sub out of a Ruin II, before DWT for a Miasma II assuming you use a Ruin II after Raging Strikes but before DWT. Also assuming mechanics permit you to be that close at this time. At that point we wouldn't be talking about substitution of a Ruin III under DWT but rather a direct comparison of Potency from a Ruin II outside that DWT vs a Miasma II + Contagion outside of DWT which is still a net gain to my knowledge as long as your Contagion catches it.
