Kirin is tributed to asian myths of kirin, and well, has magical wings, and the magitek, like when you'd re-enable its weapons systems, would most likely have a quest to unlock flying (similar to the chocobos).

the wings are the excuse, it doesn't currently have wings and they had to add them. they didn't need to add wings to the Ahriman or dual mount chocobos, those already had wings.

I'm not entirely sure that the Magitek Reaper really needs an excuse to fly.

There are plenty of examples of technological walkers similar to this that have flight capability. I'd go as far as to say that the 'wings' are purely cosmetic for the Magitek Reaper in flight, and that instead there is a Magitek flight system built into the device that neither Cid, nor we were aware of.

what you said is the excuse. they never flew before during cutscenes or anything, they usually just seemed to be able to jump really high/far. hovering/flying was never a thing for them until now (which is the excuse).

Since when do people pay extra for Dev's to get things that they want?

We already pay them for what they do. SE asks for our opinions and requests, we deliver them, and they implement them (or not) that is the sole reason why we get these mounts able to fly in the first place.

Slapping wings on Kirin and magitek was so hard it cannot be done on other mounts, right?! (/end sarcasm)

yes, we do pay them for a reasonable amount of updates.

all chocobos flying, hovering mounts flying, that's just really base logic and very reasonable. Fenrir stretches to the realm of unreasonable.

Kirin was the bonus that people asked for because lots of people actively farmed for it especially during the lull before the expansion came out.

in my opinion, the Magitek Armors is already way above and beyond.
