none of them needs an "excuse" to fly besides Kirin and Magitek. all of the other ones already don't touch the ground or have wings.

are you going to pay the devs overtime so other people can get what they want? flight animation doesn't grow on trees.

Kirin is tributed to asian myths of kirin, and well, has magical wings, and the magitek, like when you'd re-enable its weapons systems, would most likely have a quest to unlock flying (similar to the chocobos).

The other mounts though, would require something like being strapped onto a rocket pack, getting augmented with magics (in which case why do we even need mounts to fly if we can literally slap wings onto anything, including ourselves) or get some Allagan improvements.
