    Expert dungeons generally have the same ilvl requirements. ARF has a lower check (and if it had rewards, less valuable loot), thus it would be considered "too easy" for an expert label.
    They could have easily upped its ilvl to the same as the EX dungeons (they already aren't much different), give it some esos, and put in some actual loot into the dungeon if they thought people would care about that (although given how most Valerian stuff goes to the floor nowadays, I'd imagine they wouldn't)

    Really, this is a problem they should have foreseen.

    At any rate, what loot could you even throw into the facility? If you say use what the current EX dungeons use, then I can see people not wanting to do it because "it's too long" and they already whine about Neverreap being the same thing plus you'd get the overgeared guys wanting to speed run, newbies be damned. ARF is part of the MSQ and isn't an optional. What is needed is punting it into the main story roulette since 4 and 8 man don't matter it seems and beefing rewards.

    Then you would see people complaining about low geared new players in the roulette stoping to watch cutscenes and 'wasting other people's time'.

    Frankly if they just made Law valuable again I suspect a lot of people would run it again simply cause it offers the best Law rewards in the game currently for a repeat dungeon. If you need to buy things with Law for the relic, people will queue for ARF again.
