The issue lies not with a cap but with the cost of gear in my opinion.

The way the cap is currently set, a player can only get a single accessory or belt with 1 week of farming. Anything significant requires 2+ weeks. For the hardcore players with multiple jobs this means that they are able to gear one, perhaps 2 jobs each cycle. For the casual player they may struggle to gear one (let's assume 15 week cycle with no removal of the limit part way, that's 6,750 tomes, or just enough to fully gear one job). This in turn could lead to frustration at not achieving something for that week (ultimately everyone is in it for something, and getting gear by farming is an achievement nonetheless).

Contrast what would happen if the gear were to halve in cost, but the cap remained. The players who cap weekly would be able to gear up in 6-7 weeks, which if they're also running savage doesn't seem unreasonable. The casual players would be comfortably able to gear a job even without capping every week. Alternatively set a sliding scale gradually reducing the cost of gear week by week. Hardcore players can gear early at cost, or wait and rely on beating content with lower gear. Casual players could gather at their own pace safe in the knowledge that it will definitely get easier within a defined time frame and it would benefit new players by reducing the upfront cost to catch up with the pack.

Each system could potentially reduce the alienation in missing cap for a week whilst still preventing content from being made irrelevant through gear.
