That's actually normal, because they don't want their customer service staff to accidentally open up malware attachments.

All the call centers I've worked for, the attachments are usually stripped from emails.

That said, they could just change the reporting mechanic so that it creates a screenshot, or records a 10 second video to upload when the report function is triggered. The game client already has the ability to create a screenshot.
