it is not the issue of Gil that is affecting Housing system. It is the lack of Housing to meet the demand of the player base.

Some players are even creating alt characters to buy up any new house wards SE releases into the game so they can sell the wards for higher price than the original cost and if players do not buy the housing from them these player leave the housing area alone for a long time never to be used until they can find a player that would pay 2 times, 3 times, or 4 times the amount of price they paid for the House Ward as their means to make Gil.

Even after they sold that house these players would continue to use their alts to buy up any new House Wards to repeat the same process again.

There is currently no safety measures to prevent players from buy up new Housing Wards on alts and selling it for a greater amount of prices to other players.

As of now the Housing system is a game of real estate where rich players with countless multiple alt characters buy up Housing Wards with those alts to sell to other players for a higher price than the original price.

That said, limiting the houses to one per account I doubt will fix the shortage. Scrapers can't the only cause of the problem. The number of players that want a house greatly out number the number of plots.

While it won't solve the shortage it will certainly opening up more plots to be used and prevent rich players that already have their own Personal House from trying to take other House Wards from other players that don't have a Personal House.

It's still pretty much just kicking the can down the road though.

If they fix the shortage (instanced housing?) then all the restrictions won't be necessary.

Like I said it won't solve the shortage but will open up a lot more House (maybe farm more than opening up new wards)

Instance housing would have been ideal but first they had to figure out how to provide housing without facing their so called Server limits which was why they set up wards since as SE said they don't have the necessary server power to support Instance Housing for the entire community. It is something SE should fix but as of now restrictions are the only SE can perform now to prevent players from having multiple housing for their account.
