It sort of gives an incentive to current home owners to uproot and move.
This frees up spots in the current three housing zones for people who would prefer living there than in the Ishgard area.
Some home owners would just abandon and move but others may not unless they got a cheap way to do it.
If you've wanted your beach house in the Mist, allowing Mist owners to move is the best way to get one for yourself.

This limited supply thing is entirely stupid. I could have the gil for it, but whoever woke up earlier or had their little brother do it, or whatever wins. It also encourages RMT because folks want upwards of 15 million for relinquish rights on houses they're not even using...
It's stupid, and stuff like this feeds RMT.Nothing is going to hurt anyone by it actually being freely available to everyone, and making it more freely available sucks money out of the economy because you're paying an NPC for everything rather than a player.
The current housing system is only excusable if it has been caused by technical debt. It's a garbage system that creates unbuyable ghost lots, wealth transfer to the already rich, and exclusive content for the lucky.
And it's not a free market. It's not a free market at all, because we have no way to force anyone's hand to do anything. In a UO model that people are so fond of bringing up I could break into your house and steal all your stuff and burn it down. Here I can't even buy out an abandoned lot. It's a first come, first serve system in a game where we share gathering nodes; it's out of place and a terrible way to gate an increasing amount of content.
Has there been a discussion as to whether or not the FC has to BUY the new property?
The reason they are adding this feature is so that an FC can move without demolishing the private rooms, workshop, and rare irretrievable furniture that the members have worked so hard on. The current system locks an FC in one location and prevents them from moving or growing without causing millions of gil in losses for individual members. They really need to implement a change to allow moving an entire house without demolishing it.
Now, if the FC is still required to buy the property they are transferring to, then it does NOTHING to harm the acquisition of property for other players. You have the same chance to buy a home as anyone with a pre-existing home, and if the existing FCs move to Ishgard, then you can bid on their old abandoned plots. The FC is able to move without unnecessary demolishing, and you can finally obtain a lot of your own. Win-Win.

I Think what really screwed housing was allowing alts to buy housing and not removing inactive accounts that have been inactive for a year or more because of this Yoshi is forced to open even more housing up and more wards. It is a hard choice to remove players from their houses because it is not fair, but it was a mistake that had such a terrible outcome for over populated servers. I wish they just never allowed personal housing in the first place. Housing is just so empty these days since everyone around your FC is a personal housing.
Gonna say, if I manage to scrounge up the money for a house on my Alt, I'd sortof want some people to transfer from the Lavender Beds to the Ishgard Housing. So I can buy a Gridanian house.
The Sea of Clouds is an ideal location for instanced housing.
Everyone can have their own floating island. As for neighbours, just make them virtual - i.e. they are in separate instances; you have to zone to visit them. 4 neighbours per player (NW, NE, SW, SE with N/S/E/W reserved for exit to Camp Cloudtop area).
Personally I rather have to zone to visit other players than have to zone to enter and exit my own house. Not to mention it would be nice to see out a window into my front porch or backyard.
Housing size upgrades would be trivial. Just grow the island.
You can visit other people houses by flying into their instance (from one neighbour instance to another) or if they are on your friend's list by right clicking their name and choosing teleport.
As for existing wards, rework them into "plazas" where FCs/rich individuals can set up shop with a weekly property tax.
