Except that only happens during reload. If you need to be told what to do when you use reload, roll bard. Or you used quick reload with both procs up which is arguably worse.

Though the last one is wrong anyway. If you only have a clean shot proc you should use split shot before the clean shot as long as it has enough time left on the proc, unless hotshot is going to fall off or movement is involved.

The whole point of a flowchart is to tell you what to do (and most of that flowchart concerns ammo conditions, which are a Reload concern). You could argue that that flowchart itself is unnecessary, but if you're going to have a flowchart then it should be correct.
