The level 60 skill could have been:
Reduce damage taken by 3% and restores 3% health and mana, off the GCD, 1min CD
Would there be nothing to complain about? Of course not, the skill is off the GCD and gives you health mana and damage reduction everything a tank wants!
But being the level 60 skill? That is completely unacceptable since even though its benifical in everyway...its still boring and pretty much inconcequental.
Extreme example but that is what people are saying here. CS is useful and the burst hit is cool and all...just not something really awe inspiring for a level 60 skill.
I mean at least make it regen more MP than Syphon Strike...maybe half the MP of syphon strike for each of the 3 hits?

Its not worth a lot of use because you need dark arts to boost its damage but you need to be out of darkside to get mp back but you dont get mp back if your in darkside and you still need dark arts to boost its damage but you need to be in darkside to use dark arts and still dont get mp back and if your useing dark arts which eats up over 1k mp to boost a move that gives back mp.
Its not worth it I still want another defensive CD.
You can use C&S to get MP back while being in Darkside. Darkside doesn't prevent you from regaining MP via Blood Price, Syphon Strike, and Carve and Spit. You regain MP from all those skills while in Darkside. The only time you ever have to change anything to regain MP is to use Blood Weapon, and that has nothing to do with Darkside. You can't have Grit active to use Blood Weapon.
EDIT: Oh, and Mage Ballad doesn't work on us with Darkside up.

Useful, yes. Lackluster, also unfortunately a yes.
It's an okay ability and is useful mostly for the extra damage it can bring when used with DA.
My only real problem is it's MP return seems a bit low to me considering the cooldown length.
My suggestions would be to do one of two things. Either decrease its cooldown to 30 seconds or increase the MP restored so that it gives back the cost of a DA plus a sliver.

I'm pretty sure that the description says that it returns MP when not under the effect of Dark Arts, not Darkside.

For once, Kaedan is actually right about about something involving a tank class. You can still regain MP while in Darkside, just not through outside buffs. Syphon Strike, Blood Weapon, Blood Price, and C&S all regenerate MP while in Darkside. The only time C&S won't regenerate MP is if you use it while Dark Arts is up.
That said, you should never use C&S without Dark Arts. 350 extra potency is a lot, and the MP you'd get back with C&S outside of DA is only as much as a single syphon strike, which nowhere near justifies losing that 60 second cooldown.

But still we should have gotten another defense cd PLD and WAR gets 1 past 50 but DRK doesn't.
Funny enough, C&S doesn't even hit 3 times. It just has a really long animation that looks as if you hit 3 times.Look at it this way

Gotta agree, its fun to pop that extra damage, but its really a bit of a lackluster ability at the end of the day. I guess it's our version of Royal Authority? Big flashy attack!

For what it's worth, I wouldn't mind it having a more flavourful ability. Especially with the MP we have to spend to make it useful in the first place, 450 damage on a 1 minute cooldown is already asking a lot.
We already have the "carve" bit, but what about the "spit?" Giving the target a damage or defense debuff could certainly work. Something to fit with the whole idea of carving them up, and leaving them in such a pathetic state afterwords.
