That was the reasoning after their initial delays. It was initially delayed because of hardware limitations--it didn't have enough resources available to port it more directly to the console. A quick google hit this article, amongst others:

PS3 Memory Issues To Blame For Late Final Fantasy XIV Release
PS3 Memory Issues To Blame For Late Final Fantasy XIV Release

At least it isn't being chocked up to the "closed" nature of PSN, right?

It's been known for a bit that the PC and PS3 versions of Final Fantasy XIV would not be launched alongside each other this September. But the reason why the PS3 version will appear in March 2011--a total of six months after the PC version hits shelves--wasn't widely reported until earlier this week, when Square Enix revealed that reason is related to some sort of memory pinch.

"The main reason was the memory," FFXIV producer Hiromichi Tanaka told VG247 during Gamescom in Cologne, speaking through a translator. "On the PC, they have enormous memory. For [the] PS3, there's a restriction."

Tanaka didn't talk specifics on the memory hold-up. He reiterated "memory" when pressed, leaving us to wonder if it's RAM, hard drive, or even Blu-ray related. But he did add that Square Enix is working hard and steps are being taken to adjust the size of the game's memory. Thanks!

"[We] are adjusting the memory size and customizing it. It took longer then we were expecting. But we’re really working hard to bring it out as soon as possible.”

In other related news, there have been recent rumblings about the Xbox 360 version of the MMO, as Square Enix has carefully relaxed its position on Microsoft's "closed" Xbox Live service. But as of now, it still appears as if that version of the game probably not happening--not that you were holding your breath or anything.
Consistency across the platforms has always been a thing with SE. In the past, they virtually flat out refused to add even simple UI/QoL changes that would be exclusive to just one platform. To see them even consider some of the HD improvements to the PC's UI in XI was a shocker--but it also coincided with them deciding to no longer extend support of new content to the PS2 either. I would imagine some of that same reluctance may be in play again with XIV as well.

PS4 is capable of handling much more graphically. It more so about the developers desire to optimize it than what the Ps4 "can handle". Witcher 3 is an excellent example and pound for pound annihilates the graphics in this game. You will get an upgrade just give it time.

There seems to be some confusion on this, but The PS4 can run Directx11.

Whether or not FFXIV on PS4 will use it though, I can't say.

The PS4 uses an OpenGL version of FFXIV no? Which if that's the case would already run similar to the DX11 Version. I think the PS4 would only truly benefit from a DX12 version due to the type of hardware it is using.

Such conclusions are rather fallacious. When you see both in person, on your own screen, it definitely is different. The same goes for PS4 vs PC graphics. It is clearly there. People won't know since they usually have one or the other. Same goes for FPS, people don't really know the difference since they only possess one platform.

PS4 already has trouble maintaining 30+ at all times. I just hope SE will keep working on PS4's performance and graphics too. A console can only do and take so much unfortunately.

I play @ only 1080P with all settings maxed and usually avg. around 75-90 fps. I thought most PS4 players play @ 1080p by default, but I'm not sure what graphics settings they would have compared to PC users. I guess the only way would be to see actual screenshots of DX9 on PS4 vs same shot on PC with DX9 to check -- which would be interesting if both were 1080p but the PC one looked better due to graphics settings. Again, I agree - I'm used to PC so maybe that's why it seemed a little change.

from when i started a thread on a similar topic a few months back i looked up and reasserted and found that the ps4 uses a DX customised for the ps4 side by side with openGL, Nicknamed DX11.2+ (or open GL DX11+)

so the ps4 DOSE have the ability to to run DX11 but would it be for the best?

some have said about the ps4 struggling to keep 30 FPS (my recording software tells me it is 60FPS input but hey-ho) while this is true the PS4 dose struggle at times, that is also at the same times most PC struggles, the only time i have seen my ps4 struggle was against a S rank back when he whole server would show up, but that isn't the PS4's fault entirely that is how the game was optimised, ODIN was much of the same, until they did a optimising patch which allows people to se odin but de-render other players.
Ps4 wasn't the only one to suffer with this, as PC suffered the same deal.

If the Ps4 version of this game was to gain a DX11 like client for itself it would mean SE would have to go and optimise a version DX11-like for the PS4, or they can create a hybrid client and give that to the ps4 users by issuing optimisation, and processing patch where most features would come across.

as for the DX11 client from what i saw i would love the reflective serfaces and shadows, but the grass and water i don't notice to much, so theres your space for optimising go with the flashier things before the little things. :3

If that is the case then we as in PS4 and PC players won't see any difference in the game until 4.0 when the ps3 sapport is dropped.
When 1.0 was being developed the PS3 was already running onto it's 6th year. while the ps4 with specs similar to a decent computer, is now in it's first coming up to it's second, if SE was reluctant to not do any graphical updates to that exctent the PC DX11 wouldn't of excited :3 i have the feeling there just going one at a time, first PC DX 11 then PS4's DX11-like update, then PS3's Compatability and performance to keep it up to the end of the 3.X lifetime.

I could not agree more Asuka. Granted framerate does drop in some instances and areas and such, PS4 does not have trouble maintaining 30+framerate at all times like some seem to think.
Unless there is hard evidence of this fact and even then not all PS4's run exactly the same, just like cars both can have the same exact engine and yet one will run a little faster. My car for instance being an example of that, hehe
Graphically it does not really matter all too much to me, the game looks beautiful and am happy with how it is at this moment.

Before I sold my PS4 to a friend, I didn't really notice any drastic difference between PC and PS4. After looking at some of those comparisons, the differences, while notable, aren't huge. It's not like it's going to make the PS4 version of FFXIV look like FFXI in comparison.

Nah doubt its getting a graphics update. I only played PS4 beta but even that seemed to be pushing it. It looked great, but the FPS dropped now and then. Im not a "pcmaster race" or anything but you really cant expect a console to keep up for long. PS4 is pushing 2 now... thats like 40 in computer years.
