Unfortunately because this game depends heavily on cross server interaction in order to get content done, that knucklehead/s will always find ways to abuse this system because there's zero repercussions to their reputation. Thus is the reason these things happen and will continue to occur.

Reputation damage is overrated. In my experience, the biggest offenders are often those with the biggest amount of friends/supporters/FC members. They don't need the rest of the server to like them.
Not to mention all it needs to clear your reputation from any and all atrocities you may have committed is a Fantasia and Namechange. Ever since they added the name change to the cash shop, community punishments related to someone's reputation went out of the window.
