an account ban for the buyer means a lost legitimate customer. based on how much they are charging for the expansion, SE cant afford to be losing paying customers right now, they are running low on them.
a warning might & might not stop ppl from buy gil. If player get a warning every time they buy gil from RMT & no further action, no one will stop. If the player get ban when he/she buy gil from RMT, other will have to think twice before they buy gil

Unless you have a really good link for that, you're just spouting fear uncertainty and doubt.
Not to mention that going by the rule that exists in the terms and conditions we sign up to, there is nothing legitimate about a player who buys gil.
I still think that if SE doesn't want to outright ban gil buyers, they should just bust all their classes back to lvl 1 and let them spend the time they re-level everything, thinking about their wrong doing.
