Not entirely. I know I'll never have the best gear, but I will have the best that I can get. My SCH has all the Poetics gear, but in the process of upgrading into that gear I lost a LOT of crit moving from ilvl 100 to 120. Like seriously, a lot of freaking crit. The healing skirt in WoD would be a massive improvement for me, but all I see is DRG, DRG, DRG, MNK, Tank, DRG, DRG, Caster...... Never healer. But I see players running everywhere with that item on and hear complaints that that is all that drops in their runs.

How did you get 5 drops in a 4 drop raid? And there can only be a maximum of 1 tank rolling since each party gets their own loot chest with no competition from the other two parties.

Personally I would do both 2 and 3.
I would definitely prefer #3 out of those, or just make the raid a single chest raid. Have to clear the entire raid then all drops are in one chest. Prevents the whole "OMG, I should waited to roll on that" and reduces people bailing mid raid because their item didn't drop.
