    You only have to see Miqo'te to see that half beast half human is a little wrong to describe beast tribes, even more if Yugiri is indeed an half dragon or lizard race. And you don't have to looks like a beast to be called a beast or a monster.

    And the reason the Amal'jaa got kicked out is mostly because when the whole Empire/Primal summoning started, it started to get a little... tense between them and the other. Before that, they were accepted just like Goblins and Qiqirns.

    What I mean to say in the end is, the difference between a beasttribe and one of the 5 races isn't simply "they are accepted in city-states".
    Because Yugiri's race isn't known by the city-states, so it's neither a beast tribe nor a human race. And there is a huge difference between accepted and being part of a city, a little like living someplace but not having the nationality, not being considered as a citizen of this place.

    If I may be so bold, Miqo'tes are hardly half beast I'd say even ten percent would be pushing things. I would also argue that the word beastman is meant to be taken literally, not figuratively.
