That depends, beast tribes are mostly all the races that aren't one of the 5 races, so in a way it will be a beast race, but since this race will be accepted in all the city-states then it's not really a beast race.

That's a way of looking at things I hadn't considered. I guess to me, a beastman is defined as a sentient species whose physical traits more resemble animals than hyur.

But then, who knows what those goblins look like under their masks!
