    It doesn't even have to be this complicated. Lets assume for a moment that SE created a special weapon type for Ninja, the "Dual Wield Attack." This weapon type works in a similar fashion to "Physical Attack" and "Ranged Attack", but is modified by DEX. This solves the problem of not needing to modify DEX at it's core, especially if it's an arbitrary modifier for Ranged Attacks. They then simply add DEX to all gear that Monk uses between 2.0 and 2.3 so that the team cuts down on how much work they would need to do in actually creating new sets of gear. Of course, STR as a stat would be meaningless as DEX is the main modifier. It's elementary, really.

    I'm like 90% sure this is the solution they came up with, at the end of the day.
