I strongly disagree. As a matter of fact, I believe it would add more immersion to the game.
Imagine... a role playing scenario in which two rivals duke it out! Golden material! Fabuloso!

PS3 limitations


I think the key to this complaint is the 'anywhere' part. If an armed brawl broke out in Hawker's Alley, the yellow jackets should show up to break it up and they're assuming that the NPCs wouldn't respond.
So either they can do a designated dueling area in the city (arena in Ul'dah), and/or allow it outside the city (and give players a no-duel flag so they can not be bothered with duel challenge spam).
Or I suppose they could make it so the guards become hostile to those players and try to thrash them. I'd rather them not do that though. It would probably encourage some bad behavior.
