Your exactly right! How it works is that SE turns a blind eye to botters as long as they continue to pay their sub fee!

Comments like this are a bit irrational. Botters are frowned upon heavily by gamers, especially in sub-based games. The active presence of known botters will lead to genuine players to unsub. However, all players are given the benefit of the doubt and much investigation has to be done in order to verify any reported botters are in fact botters.
