To be really honest, I am very surprised that Yoshi is blind to its cousin game called FFXI. Considering he poaches a few monster designs from FFXI, he should at least steal a few more ideas. The FFXI Notorious Monster of yesteryear is definitely a clusterfck of mess that Yoshi had mentioned he do not want to replicate here. But FFXI did change that with "Voidwatch", which almost work exactly how you describe. It is open world NM, you make an alliance, you sign up for the task, you get key item to let you participate (which pretty much can be replenished for a price if you want to spam it).
Then your alliance go to an exact spot on the area of the NM you want to kill. Your leader pops the NM, the whole alliance (and only them) has to kill it, it was quite a challenge, and each person gets their own reward. They can get rid the "proc" mode of FFXI (you have to damage the NM by specific abilities to "stun" and froze them to prevent it doing crazy damage) - though it may not be a bad idea since people will have to pay attention lol.
What is also great is, Voidwatch is tiered progression, meaning you have to kill the lesser NMs, to progress to the next level, and it gets harder and harder. Obviously as your level gear goes up, it gets easier as well. This way it force the whole server to play nice, get together, make an alliance, go to specific spot, kill the NMs, then go kill the next tier, etc... No one is competing with anyone. People actually have to work together and assign roles (other than, where's next, don't kill and reset!!) and communicate with each other. They can make it in order to pop rank S mob, you have to kill specific rank A's mob and clear the progression, and reset this every week. Rank S can only pop once per week, once you get yours, its over but you can kill rank A as many as you want (assuming you buy enough key items to participate).
The casuals can still go for their B rank solo friendly mobs. The hardcore can do "alliance exclusive" rank A and S, and never have to deal with "don't pull please, wait, omw, reset" stupidity and toxic attitude from other groups.

For those of us that enjoyed Hunt parties SE should toss us a bone and reduce the A re-spawn timer from 4 hours to 1, H timers from 3 days to 1 day. While I'm whistling into the wind, how about remove the cap for soldiery as well?
A better solution for solo hunting is to create a C Rank class instead. C Ranks would be larger and more dangerous beasts within current area ecosystems, such as megalocrabs in Middle La Noscea or peistes outside of Horizon. Surely the locals would want these dangers eliminated, right? These would be the daily marks, act passively, respawn within five seconds of death, and give no reward other than daily credit. They would move people away from having to camp fates or wait for their dailies.
I wish some of the real issues could have been dealt with, like rendering. This could be alleviated for PS3 and PS4 players by implementing an option that forces the client to only render your character, active party members, and all NPCs (which includes hunt targets) while active. Or the reset issue by making the hunt mark default to the second on enmity list rather than wipe clean when dragged too far. But none of this was addressed.
Don't forget you can buy Ilvl 90 items for 20 allied seals. So with the new changes to the daily's you can nearly get 2 pieces a day just through that.What is puzzling is that SE just do not get why the HUNT was totally broken in the first place. People do these because the reward is just way too good, beyond good, it is FANTASTIC, and for hardcore players, it is beyond AMAZING to simply zerg these baby jesus to oblivion for the piñata candies to upgrade all their gears to 110.
I hope SE considers removing soldiery cap too. I have friends that grinded 20+ sands and have to wait probably over a month to get everything to 110 now.
I think that ninja and early pullers is more serious problem than addoners. The most of a/s-marks loses i got were due to their activity.
