The GM said the intent is what matters, and if someone resets for the purpose of making others not get seals (he specifically mentioned hunts with large kill mechanics and petrification) then that would be griefing. Resetting so everyone can get seals =/= griefing but he said people are allowed to report if they feel it was and they will investigate and decide if the intent was malicious or not. Maybe you should go back and read.

No. You just continue to twist Enkrateia's words to suit your purposes. Resetting for any reason is enough for an investigation and likely action. Your personal intent is irrelevant. You are willingly disrupting everyone that was already there.
