You can have 0 added SkS and you'll be fine. In fact, I've heard too much SkS will mess up your rotation.

Just make sure you have enough accuracy. After that, focus on Det > Crit > SkS.

EDIT: Daily post limit, but I lowered Skill Speed's weight down to 0 and left DET and CRIT's weights as it was, and it came up with a solution that had 12 less STR than the BiS if I had left Skill Speed's weight alone.

Not sure what you mean by losing 12 STR, because you want to favor STR before even considering secondary stats in most scenarios.

The problem with changing the weights directly is that the weights are a derived value of how much that stat changes your DPS relative to STR. If you change that, yeah, your solved BiS will change, but it won't really be accurate.

The stat values have been calculated to allow you to determine a certain piece of equipments performance as compared with another piece of the same ilvl. Essentially, with weaps, if one has a higher ilvl the attack value is so much higher (unless you need the accuracy on an item)always use the higher ilvl. There a few rare circumstances such as with atma wraps or really bad bard bow...
As far as regular equipment, generally the str increase between ilvls will always be better than the combination of the secondary stats. So once again, unless you really need the accuracy always go with the higher ilvl. Now if you have two items with same ilvl, this is when the secondary stats come into play. Use their values to find the value of your gear and you will know which one is better to start modeling around Eorzea.

This is not how the stats weights are used. The stat weights are useful *especially* to compare different ILVL equipments. That's why Wyrm Mail and Wolfram Cuirass (ILVL90) are considered better than Weathered Astrum Mail (LVL100) or Ramuh Ring (ILVL100) wins over ILVL 110 rings. And really you wouldn't need theorycrafting to choose between equipment in the same ILVL range.

I generally use before Chaos Thrust so both CT and Phleb are buffed even more+it last until just after the last hit of Full Thrust.

Still don't see what the big deal is.. The "classic" rotation doesn't account for SSD, DFD, or str pots. (I assume the jumps are left out for positioning considerations). There aren't any magical moves here, if Syg uses something earlier/later than somebody else, it doesn't matter because all the moves are going to get used in either scenario, resulting in a wash once everything is on CD.
