When it comes to weapons, the truth is that you all really, really need to stop worrying about secondary stats.
The real question you should be asking is "Will this weapon increase my Weapon Damage?"
If the answer is yes and you have the opportunity to acquire this weapon, get it.
If you have an i90 weapon, you want the i100 one. If you have a i95 weapon, you want the i100 one. Secondary stats only matter on sidegrades(ie. WD is equal), because Weapon Damage trumps all other stats for all classes. It trumps all other stats so much that, according to currently accepted weights, the secondaries account for less than 3% of the damage(or heal potency, in the case of healers) of a weapon and often less than 2%.
I'll go over what is perhaps the most egregious example of refusal to upgrade because of secondaries: Scholars and the i95 Allagan Book.
39 Crit Rate is beautiful, isn't it? Except that, unless you're doing nothing but spamming Adloquium all day(which you shouldn't do!), that 39 Crit provides a benefit to your healing approximately equal to 7.9 Mind. A single point of Weapon Damage provides a benefit approximately equal to 8.7 Mind. Going from i95 to i100 adds two Weapon Damage. You can take that Crit, dump it all into Accuracy, and you'll still have a far superior weapon.
With the Allagan Book, you're throwing out subpar heals for a 1% extra chance to have a heal(or shield) that actually means something. Upgrade to that i100 book and not only will all of your heals matter, your 1% reduced Crit Rate will be outweighed by larger crits that will make your tanks smile all happy.
So, the rules of thumb for weapon upgrades.
1. Secondaries provide so little benefit to the weapon slot that they might as well not exist. It is therefore the best place to place Accuracy, Parry, and Piety.
2. If it's an iLvl upgrade, you want it. End of story. Regardless of the secondaries, adding even 1 Weapon Damage is an overall upgrade.

So, the long story short is that if you don't have an i100 weapon, the Soldiery Weapon is always a good option. If you already have an i100 weapon, consider it if you like the secondaries better. If the Soldiery Weapon takes your accuracy below cap, make up for it with armor and get it anyway. It's still an overall upgrade.
