Most likely E3. They probably backlog in personnel that have to either prep to go abroad or on projects that take precedence of patch work.
Anyone who works at companies that have "trips" knows how much hassle it is even if you're not directly involved.
Honestly I don't mind that most of the special items go to female. I usually go female because I know female characters get more customization options or feel like they do versus Male characters.
As for the delay, I am glad I used my item recovery on a new Fantasia instead. Sounds like Fantasia shop will be getting delayed until July now.
Was there anything in the Live Letter about Atma drop increased? I am guessing not since that seems like something that would've been brought up lol.
They specifically said they aren't touching the atma drop rates.

If they delayed 2.28, cause there were office issues, then those office issues probably affected 2.3 work, also.2.28 is a largely QoL patch. It's delay won't necessarily affect 2.3. I don't see why they wouldn't release two patches in 3 weeks. They way their system works they cant easily roll two patches into one and it doesn't make sense to delay 2.3 just for the sake of spacing out the patches. The only reason I can see would be to maybe give people time to work on PVP progression in prep for Frontlines and that isn't the greatest excuse.
So unless they work hard to catch up, 2.3 will probably be delayed by maybe a week too.

Possibly. But even then a week delay isn't that much in the grand scheme of patch cycles.
I thought I read 2.28 being delayed because Yoshida was considering doing something about Atma quest drop or was surprised that not alot of people had it yet. I read this on IGN interview with him. IGN had him answer some fan questions.
He was referring to atma-animus stage. Myth will be easier to earn, so books can be earned faster. And 2.28 is set for Jun 5th.
