    Nah, Relic weapon were strongest in 1.0 that required you to do every content in-game before the expansion.
    Relic weapon in 2.0 will be the same, they have you to do Fate and farm tome now, next will be some other content unique to A realm reborn, and in the end, by doing all the process, it should be stronger than Coil. Reason? because it required huge enormous of time sink to get one, and unlikely anybody could get two. Whereas, Coil weapon is farm-able after your party get enough practice.

    For example, by the time at the end of 3.0. Hardcore players base may get a few Coil weapons per character, but they still only have 1 relic. (or no more than 2).
    Image how long will it take to repeat all 5 steps? Currently we only know step 1 and 2. And last step may be something like, using this weapon to kill T9 boss.

    Since there were so many weapon drops from primals in 1.0 we tried hard to make some armor as well. That's not to say that they will come from primals, but we've worked hard to make full sets of gear for various fights.

    For weapons, the strongest items will be those dropped from the Great Labyrinth of Bahamut, and we have a created a clear path for progression through content and gear. When you're level 50 you can clear a scenario and go after a good primal weapon. Once you have that, you can challenge the Crystal Tower, and get items from there. After that, challenge the Great Labyrinth of Bahamut. The difficulty of content and the strength of items will follow this order, going up and up. Both primal weapons and relics will have their own place in this hierarchy, and primal weapons are not at the top.
    The other thing is, they, at least so far, don't seem to want to lock upgrades behind "hard" content, like Coil. Also people think that Relics MUST be the strongest lore wise, and this is mostly false. Atma, Zenith, Animus, doesn't matter. The Allagan Empire predates pretty much all of it.

    Yes, the higher difficult content will drop better stuffs, and the most difficult content will be Relic. Because at the last stage, it is likely to ask you beat all hard dungeon-in game, just like v1. (that include coil.)
