

Actually, for weapons it kind of does. Physical/Magic Damage trumps all but the worst stat combos, and usually only if the gap is no more than 5 ilvls. A 110 weapon with poor secondaries is still superior to a 100 with good secondaries.
Maybe in the long run will be the strongest weapon, considering that if you start your relic quest from scratch it will take a huge amount of time to complete it, im talking after expansion and level cap is raised.
As others have stated, at the end of the questline, they will be very powerful, possibly the most powerful or at equal ground to the Coil 3 Allagan weapon. That being said, their strength lies in the fact that we will supposedly be able to rearrange the stat allocations in the future. Assuming we're able to actually choose the two stats we want and it's not just us swapping a small amount of the current stats, weapons such as the Omnilex, which is poorly optimized for Scholar, can be tweaked to be perfect for them.

Zenith (ilevel 90, stats at stat cap) - upgrade it to Atma with Atma stones -> Atma (use Zenith stats as basic stats, ilevel 100, stats not more at stat cap) -> upgrade with books, bring the stats to stat cap -> Animus ( ilevel 100, stronger than Zenith) -> ....... -> Novus

Ilvl 100 isn't the final item level for this raid tier. They will get updated twice more 2.28 and 2.3.

This is not FFXI , there R/M/E was and even now are best , but in XIV Relics is "casual" way to obtain highest weapon , while eg/raid players can obtain Alternative or higher weapon by doing actual raids . And also , why complain bout ilv lol if u not raidin'? if you raiding- then go burn levi or coil if want 110~115 .
