It'd be the death knell for this game. A year or two is a long time; People's interests would gravitate to other MMOs and it would give other game companies the opportunity to snag subscribers. After a year or two of being invested into another game, do you really think people would flock back in droves? It's corporate suicide.
Not to mention the fact that it will appear to the outside world, shareholders and investors that the company has given up on it's product. There are several layers to this. It's not as simple as "Take servers offline, fix stuff, come back with same population or more".

Maybe I'm not as optimistic as you Echo, but I honestly don't think things could get much worse than what they are right now.
You say players wouldn't return in a year if the servers were taken offline. What makes you think they will stick around for a full year then if the servers stay up?

I feel that the people who left early on are likely not coming back anyways if they don't come back after 1.18. If you're still playing now you've invested time into your character; When the servers go down for an extended period of time, people's interest will wane and they'll find something else to spend their time on and forget about this game. Lie - Kam is ready to flock back in 2 years, no questions asked. Why wouldn't you risk wasting more time two years from now on a game that has proven to be trash?It'd be the death knell for this game.
