1. I don't want to run something a potential 20 times (or less, or more) per week (for one Turn out of four even) for the one item I'm after, let alone for 7 other people. The latter scenario leading to:

2. Making it to where you can repeat content ad nauseam will turn Coil into something you PUG instead of something you run with your FC or a close knit group. Maybe this isn't a problem for some, but I don't particularly want to play with random people all the time, especially if the sample size is taken from some of the Ex PF groups I've been in...

Yes, but this is going to have no bearing on T6-9. New content will still work under lockouts to make it so people don't blitz through it so fast that they completely run out of stuff to do.
