But if you were capped to an appropriate rank/level of 30 on your MRD in the 4 man dungeon, it would be challenging would it not >.>?

Capping to 30 @ the R30 Dungeon "is" Challenging.
Leaving the R30 Dungeon uncapped isn't Challenging. (which will result in people crying about it.)

If I wanted challenging r30 content, I'll run it at r30. Being past that point, there is no reward for me worth taking 60 minutes of my game time to run through content that I passed by 20 levels ago.
