I'm struggling to understand what you mean but I'll explain what I've done and hope it answers the question that I think you're asking.

Seems like you have actions on 3 crossbars, which I do too, but maybe only combat actions on 2 of them. What I've done to get around this bug is to set the L2->R2 AND R2->L2 combos to show the right side of my 2nd crossbar. That gives me access to 1 1/2 cross bars (totalling 24 actions) without using the buggy switch button. That's all the actions I need in combat. So now I have very easy access to all my combat actions without needing to switch with a buggy R1 button.

If you need 32 actions, or 2 full cross bars, just program L2->R2 to the other side of your 2nd crossbar from R2->L2.

Outside of battle, tabbing between crossbars is not bugged, as far as I can tell, so any social/transport actions you have on your 3rd crossbar are accessible in the same way you're used to accessing them.

EDIT: Oh hold on, I think I see what you're asking. Do you mean, is it possible to register a crossbar to display with the L2+R2 combo that doesn't appear in the crossbars you tab through by clicking R1? The answer is yes. In Character Configuration (I think) you can select which cross bars are available in certain stances. So for example I disable my social cross bar when my weapon is drawn, which means if I tab through my cross bars with my weapon drawn, I will not see the social cross bar. I believe I would still be able to access that cross bar if I registered it to the R1+R2 combo.

So here's what you do. Set up a cross bar (any cross bar, let's say #5) as you want to see it when you use the R2+L2 combos. In your Character Configuration window (I think), disable that cross bar (#5) from both stances (weapon sheathed, weapon ready). I'm pretty sure you'll have access to it when you use the R2+L2 combo, but won't ever see it when tabbing through your cross bars.
