Technically, this is correct. Some people don't notice it until you have them try very specific things.
But it IS something that is universally happening with all gamepads. Whether the individual is "effected" is a matter of them noticing.
It's really annoying but at least they've found the cause and are working on a fix, hope they get it ready for the PS4 beta if they want to leave as good of an impression as they can on players no matter how new characters are or how small some people think this issue is.
Lol its the beta phase, the whole point of beta is to identify issues and address them before the actual product release. And since its a new system and new controller, there's a good chance the input processes aren't identical, so this issue might not even carry over.

Honestly, while I have noticed that I can't switch hotbars while holding R2, I did notice a new behavior that I felt was pretty neat. With R2 held L1 and R1 switch targets. Probably 'working as intended' but it's news to me.
That's been there since launch but I don't think it's explained anywhere so a lot of people don't know it's there even to this day, it's really convenient because it's basically tab targeting for gamepads, I didn't discover it until about two or so weeks after launch IIRC. The only inconvenient thing about it is it keeps auto attack on when switching targets, so say if you're Bard and you're already auto attacking Garuda and tab to attack plumes and it happens to tab through a Spiny it will auto attack it, so you gotta be careful and use L1 + UP/DOWN to scroll through the enemy list instead in those cases.

I'm just going to wait for this hotfix, if it's been acknowledged as a severe issue, shouldn't be long.
