Seems like you would want to have CT within the effect duration though. Since you're only going to get 5, maybe 6, GCDs during a 15s pot, seems like you would want
(pot) ID > Dis > CT > Phleb > (?)

why not

ID>Dis>(POT)>CT>Ph>TT>VT>FT

or

ID>(POT)>Dis>CT>Ph>TT>VT>FT

I've tested it on dummies 10 times now and it has worked every time I've done it, as soon as the pot animation starts i spam CT and it combos. I personally do the first to be sure i get my FT in on the pot duration. I've just been using crappy str pots so its somewhat tough to tell if its being effected by the pot or if I'm CTing right before it takes effect and that's why I'm still able to combo.

observed NQ STR Megapot buffed CTs (including pot>CT)
358, 381
41?-50 dot

I'm surprised it works, underwhelmed at how little it adds, and baffled at SE's horrible netcode. Carry on.

Pre Str pot on dummies
CT hitting for 365-400 (100 tests)
45-51 dot

Post Str pot on dummies (NQ Hi-Strength Potions, 2 NQ mega)
CT hitting for 405-417, 429 (8 tests)
48-53 dot, 51-58(mega)

The crits are much more noticable, Before CT was critting for 554-587 and after it was hitting over 620

Potions interrupt your combo's, so that wouldn't work. You would have to use it before ID. Unless they ninja-hotfixed this within the last few days?

I havent tried with any other classes, just dragoon, but are you sure its not intended?

Just tested it on my WAR. Used a HQ Potent Poisoning Potion during Storms Block combo. Interrupted

Oh lame , well I guess I need a new potion rotation. I guess after CT is the best place to use it.

Mine goes like: HT-Ph-ID-Dis-CT instead of HT-ID-Dis-CT-Ph

Are there any major impact in-terms of DPS wise?

As for Fracture, is it wise for me to include it in my rotation? If yes, where?

You lose the Dis buff to the Ph hit and, personally, I find the other timing easier - always slipping a HT or Ph in between the combo chains. Movement of the Ph won't drop you like 40 dps or anything, just keep your HT and Ph up with what is most comfortable.
