Adjusting gear to fit a lalafell Roegadyn is already a task of its own never mind having to do the same again for the females once a new version of the model is made.
If the assets didn't take so long to produce from scratch it'd be feasible, but in this case it'd take a fair bit of work to make it happen.
I work in 3D Design, I don't have to work for Square Enix to understand the workflow.
Sadly it's not as simple as "Pull these polygons to make boobs!"
Even just to get these models into ARR took a ton of work to "Import" it essentially, the work-flow I can assure you isn't as simple as "drag and drop" a lot of remodelling, texturing and rigging takes place.
For all of the models in XIII and ARR, they work from a High-detailed model then apply those details to a lower detailed model, to make large topological adjustments you would need to go back to the High Poly model and make your adjustments from there which would be no easy feat.
For Snows outfit adjusting it to fit a female shape would NOT be an easy task. The overall body shape of a woman is different, including but not exclusive to the shape of the shoulders, waist, legs and calves. This would be a pretty large task for the XIII and ARR development team to adjust the model to suit this, more so than it's worth in time.
Consider the work load;
Male: Hyur: Midlander, Highlander | Miqo'te | Roedayn | Elezen | Lalafell
Female: Hyur: Midlander, Highlander | Miqo'te | Roedayn | Elezen | Lalafell
That's 12 model adjustments, to make the other counterparts would be a total of 24 adjustments ontop of the model redesign for snows outfit.
This is a lot of work for a quick promotional event, which probably took a month or two to even finish what they had done.
A female model would in some cases essentially be working from scratch, adjusting the model without the original high-poly version would make it VERY difficult to adjust.
TL;DR
You don't need to work for SE to understand the workflow.
Snow is male, to make his outfit work on a female body would take a lot of work, there are a huge number of difference in the shape for men and women that would require adjusting and this would eat up a lot more time than it'd be worth.

Teensy bit late for that now sadly.
All we can ask for is to get a method of exchanging it now.
Just dropping in to say the quest is not repeatable.
So if you've changed race, and completed the quest during the last Lightning event you will not be able to acquire the other genders equipment set.
Seasonal and one-time events like this show very distinctly that Square was not planning for people to change gender - they're likely forestalling the release of Fantasia potions on the Mog Station until they have a contingency for addressing these issues.

So the only way to get the opposite gender's gears is to create a new character, level it up to level 12 and re-do the quests? I was at one point considering to use the Fantasia. Problem is that I only had one Fantasia, and I wanted to revert back to my male character once I've gotten Lightning's gears.![]()

You seem to have not read the original post.
These items are a 'one-time-only' event, the items have a value to some players (perhaps not to you personally).
Considering some of the items were gender-locked items they're now unable to be used, so a simple exchange system would fix the problem.
That would only apply if this was something extremely difficult, strenuous or lengthy to implement, so moot point.
It's an NPC with a check value, something already in the game and easily changed;
It's a vendor system that's already set up in the game (See Rowena's NPCs and the Calamity Slavager), the item values are all that need to be added for;if; (player) has item#(whatever)
then; offer item#(whatever)
Guardian Corps > Bohemian
Bohemians > Guardian Corps
Lady's Yukata > Lords Yukata
This yet again is a request, which they've said they'll add, it just requires the necessary support and general community "I would like this added" for it to happen.
If I was asking for a mechanical fire breathing unicorn with laserbeams attached to its forehead then your point would have some validity, as no such thing exists and therefore would take time to implement.
Don't confuse content creation with adjustment.
TL;DR
You're playing an MMO, if you want something added you simply ask for it,
If they don't want to add it they say No, which in this case they've said "Yes, if you get enough support"
