Not the latency is the issue. The packet loss is. So just looking what BP server has the lowest ping is not the aim. You must try aout to find a server that changes your route in a way to bypass the nodes with that packet loss.

I started FF XIV 2 Weeks ago and the first thing i (and a friend who started at the same time) noticed is a ~0.5 sec delay. This delay can be seen if you cast a spell watch the cast time (at 0.5 on the clock) take a step, the cast still finishes...
The same delay is used at the AOE effects on the ground. Watch the cast bar of enemy, time around 0.5, step out and you get hit.
On the other side do i use the delay for me, i cast a spell (heal 2.5s cast time) and at around 0.5s i start moving a little because the cast finishes anyway.
I dont want to know how this delay is in end-game dungeons where the cast times are 1s and not 2-3s like in the low dungeons.
Btw. this delay is the main reason that my friend and i will stop playing FF XIV. So no abo for usMaybe we will take a second look on ff xiv in 6monther or so, but for a 2010+ game this delay is too much of a stopper for us.
I don't see why people are still crying and pointing fingers at SE.
They've already stated in previous letters of the producer that they acknowledge there is an issue with lag in encounters. They already implemented a temporary fix to end-game fights like Titan.
It's temporary while they work on the over-arcing bigger issue with their servers. I don't know if you've noticed, but they do a lot of data center maintenance. I'm sure this is not rocket science, but I think it can be presumed that they are actively working toward a much better, larger, fix that will impact the parts of the community the temporary fix did not relieve.
TL;DR Be patient, or unsub and come back when it's better. Not much you can do until they're finished.

I will say this in response to the OP's premise... I am very fortunate that my wife and I have a stable, low latency connection.FFXIV is very sluggish.
Clearly endgame is designed for people with precognition.
This has to be your 1st MMO because every MMO I've played had lag issues.
If you think I read 176 pages of QQing, you are wrong.
1) With Titans puddles.
It is fixed when he does it, so moving a BIT before he starts it, safes you (or the healer) some strain
You still just could level a Tank. Ex is harder than HM to tank, but way easier than DDing.
2) Knowing the fight near to perfection in meaning of when Titan does what helps a lot. I just kept mumbling his cycle and acted to that. Worked well.
3) Sometimes there lag spikes. Sometime so hard you cant even run out of the "red" zone during geo crush. Other times you have not a single lag issue, which is a bad sign for the following fight.
4) To me it seems like that with each new HM or EX instanced fight. You get placed on different servers. Thats the only reason that plasubly explains why I have in 5 fights 3 times near to 0 lag 1 time "normal lag" and 1 time such a bad lag that it is unplayable
The reason they haven't really responded or addressed this problem, is because by acknowledging it, then they are giving it credit, which means they have to fix it. I suspect the issue is very deeply built into the game itself, so it would be an extremely daunting task to actually solve it. Because of this, they don't even mention it since likely there are no plans to fix it.
